Even over several centuries, it won't suddenly engulf an entire country like Japan.

Japan's terrain itself varies, with most areas being mountainous, and many cities built on higher ground. Furthermore, the Japanese people have a strong disaster prevention awareness. They have long built numerous breakwaters and seawalls, and are continuously reinforcing coastal facilities to cope with rising sea levels and tsunamis.

To give an analogy, it's like living by the sea: you might worry if you see the tide rise a bit, but you wouldn't expect your entire house to suddenly sink into the ocean forever one day, would you? It's pretty much the same principle.
